Financing Phoenix horizontal build-to-rent communities

Metro Phoenix is where horizontal build-to-rent is concentrated. The financing question is whether the community is one rental lot or a for-sale subdivision, because Arizona's assured-water certificate follows the subdivision.

Horizontal build-to-rent is detached or attached rental houses, held by one owner, not sold lot by lot. Coverage of Arizona water policy, including the AZ Water Agenda's account of the assured-supply hole, treats metro Phoenix as the market where that product piled up. Lenders still look at it because a community on one lot has not been the same legal object as a subdivision that must show a 100-year certificate before the plat. That is a zoning-and-water distinction. It is not a cap rate, and it is not our research report.

The loan during construction is a draw facility arranged on Phoenix construction. The loan after lease-up might be agency, a life company, or bridge if the lease-up is unfinished. Agency, if the cottages are underwritten as multifamily, is placed with an approved lender. We are not a Fannie Mae DUS lender and not an Optigo Seller/Servicer. A for-sale housing tract is not this page. We do not arrange lot-developer paper for retail home sales.

Stabilized apartments that are conventional multifamily, not cottages, stay on Phoenix multifamily. A community that is leasing up and needs a bridge before a permanent takeout can also be read against Phoenix bridge. Tell us which of those three you actually own.

What changes the lender on a cottage community

Unit count, whether the houses share one parcel, the lease form, and who pays utilities. A lender who receives a subdivision plat will ask for the water certificate the rental lot may not have needed. Send the parcel map. If the business plan is to sell the houses later, say that. A sale program is not a rental loan with a different brochure.

We will not quote a loan-to-cost for Phoenix build-to-rent on this page. The next community is underwritten on its budget, its rents, and its water path. The 2026 litigation over ADWR's Phoenix-AMA rules is summarized on the statewide construction page. Counsel, not this desk, says what the ruling did to a specific parcel.

Proof we will not borrow

No published tombstone names a Phoenix build-to-rent community. Harvard Court is a Phoenix apartment refinance and stays on the multifamily page. It is not a cottage construction loan.

Sponsors sometimes attach a national build-to-rent ranking. We will not repeat it. Concentration of the product in Phoenix is the underwriting context. A ranking is not a credit approval.

Phoenix build-to-rent questions

Why does a single lot matter for Phoenix build-to-rent financing?
Arizona's assured-water certificate is tied to subdivided land. A rental community on one lot has not been that subdivision. Lenders still confirm the parcel. This is not legal advice.
Can these cottages be a Fannie Mae loan while they are under construction?
Construction is arranged as construction. Agency is a conversation after the community is a multifamily credit an approved lender will take. We are not a DUS lender.
Do you publish a Phoenix build-to-rent closing?
No. If a card does not name the community, we do not add one.

Build-to-rent closings we can show

No transactions-list card names a Phoenix horizontal build-to-rent community. Apartment cards are not reassigned to cottages.
